CUPE BC structure

CUPE is a democratic union.  Members determine what the union does, how it operates, what stands it takes on issues and what goals it sets for the future.

At the annual convention of CUPE BC more than 300 delegates gather to discuss and debate resolutions and policy papers, as well as elect their Executive Board members.  The decisions made at convention become the union’s positions on issues and help plan action for the years ahead.

Between conventions, CUPE BC plays a key leadership role in coordinating the work of affiliated local unions.  The Executive Board, union committees and policy conferences take action on the issues the members have said are important.

The Executive

The executive is made up of seventeen members plus eight alternates.

The president and secretary-treasurer are full-time elected officers who manage CUPE BC's day-to-day activities. The president is also the official spokesperson for CUPE BC.

Four general vice-presidents are elected by the convention. They are responsible for key union sectors and programs. The general vice-presidents and the full-time officers form CUPE BC's administration committee.

Nine regional vice-presidents are elected from six provincial regions (three are from Metro Vancouver, two from Vancouver Island and one each from the Kootenays, Okanagan-Mainline, Fraser Valley and the North). They act as liaisons from the regions to the executive board and chair CUPE BC committees. There is one alternate regional vice-president elected from each region.

Two diversity vice-presidents are elected to represent the interests and concerns of workers of colour and aboriginal workers.

Committees

Standing committees are governed by the constitution and work on specific policy and program areas and advise the executive board and convention on actions to consider. Sectoral committees focus on the issues facing their sector. Non-Standing Committees are formed from resolutions at convention and focus on issues of interest to CUPE members. Working groups and task forces are formed from time to time to deal with particular campaigns.

Defence Fund

The CUPE BC Defence Fund supplements the strike pay provided by CUPE National for affiliated locals that are on strike or locked out. The fund also finances special BC Division projects, aimed at averting strikes or advancing the goals of the union.
