Convention 2017

CUPE BC's 54th annual convention will be in Victoria from April 26-29, 2017 at the Victoria Conference Centre. Building on the success of our convention app last year, we'll have a brand-new edition for delegates to use, as well as folks who can't make it to Convention but want to follow the action and debates from home.


CUPE BC Convention App Available

We are very excited to announce that whether you are a delegate to the CUPE BC 2017 Convention or you want to follow along from home, there is a convention app for mobile devices that will connect you to all of the action. No matter what kind of mobile device you use, the app is available for a free download. Just go to your online app store, search for “CUPE BC Convention 2017” and you will be able to easily download and install the app on your device.

Electronic Voting
Delegates at our 2016 Convention voted to authorize electronic voting at CUPE BC Conventions. We are very pleased to announce that elections for all at-large Executive positions (President, Secretary-Treasurer, 4 General Vice-Presidents and 1 Trustee - 3 year term) will be conducted by electronic ballot.

Delegates will receive an e-voting keypad at registration. E-voting will also be available, if necessary, to confirm results on resolutions.


Pre-Convention and Convention Events: 

“Voter Mobilization in Action” Workshop
DATE: Wednesday, April 26, 2017
TIME:  3:00 – 4:30 pm
PLACE: Sidney – Victoria Conference Centre – Level 2

Do you want to know everything about getting out the vote in the upcoming BC Election?  This intensive workshop will go over all of the tactics used to mobilize voters and benefit any member wanting to take action in getting their friends, family, neighbors and co-workers to vote on Election Day, May 9, 2017.  In the last election only a few hundred votes in a handful of communities re-elected the BC Liberal Government.  This time, we can take nothing for granted.  This workshop will provide the hands-on skills needed for a winning get-out-the-vote action.  Members already experienced in motivating voters will also benefit from learning new, innovative and dynamic training techniques that can be easily used to train others to make a real difference on E-Day.

New Delegates Seminar
DATE:  Wednesday, April 26, 2017

PLACE:  Lecture Theatre - Victoria Conference Centre – Level 1

Are you a new delegate to convention and would like to learn about the Rules of Order and gain a better understanding of convention before it begins?   Please come to the “New Delegates Seminar” held just prior to the start of convention where President Paul Faoro and others will walk you through the convention procedures.   No pre-registration required. 


Young Workers Task Force Event
DATE:  Thursday, April 27, 2017
TIME:   5:30 pm
PLACE:  Sidney Room – Level 2  

The CUPE BC Young Workers Task Force invites all young workers to participate in an exciting scavenger hunt around the Downtown Victoria area that will lead to an evening of food, drinks, and giveaways at the Bartholomew’s Pub (777 Douglas Street).  Anyone wishing to join in on the fun should meet in the Sidney Room to pick up information before heading out on the scavenger hunt.  Young workers unable to attend the convention are most welcome to join us as this will be a great opportunity to network and socialize with young workers across the province. 

To assist the young workers with this event, we are asking locals to donate prizes and bring them to convention and drop off at the convention office.  Suggested donations include anything from gift cards, or SWAG items (hats, t-shirts, hoodies, mugs, mouse pads, etc.) that your local thinks are appropriate.

District Councils’ Hospitality Night
DATE: Thursday, April 27, 2017

PLACE: Fairmont Empress Hotel    Rattenbury and Shaughnessy Ballrooms - Lower Level  

All six District Councils will once again host a Joint Hospitality Night this year at convention. Come out and meet delegates from other districts and enjoy some appetizers and a beverage or two.


Breakfast Forum with the National President and National Secretary-Treasurer
DATE: Friday, April 28, 2017
TIME:  7:30 am – 8:45 am
PLACE: Lower Pavilion – Glass Building outside of the Victoria Conference Centre – Level 1   Breakfast will be served

National President Mark Hancock and National Secretary-Treasurer Charles Fleury will be hosting an important session for delegates.   Brother Mark Hancock will lead the discussion on the policy “Moving Forward” - Resisting Concessions and Two-tier Proposals, and Defending Free Collective Bargaining. 

Brother Charles Fleury will talk about the changes to National Strike Fund Regulations.  We do hope that you can join our National Officers and give them the opportunity to hear from you as well on these important issues.

Communications Breakfast - Attention Local Communicators!!

TIME:  7:30 am – 9:00 am
PLACE: Saanich Room - VCC Lower level  

Are you the one who does the communications for your Local or your District Council?  If you don’t - is it something you are interested in?  If you are coming to convention you are invited to attend the Communicators Breakfast on Friday morning.

The breakfast meeting will feature a presentation from CUPE National Communication staff from Ottawa letting you know more about the products and services you can access for your Local.  Communication Reps from the BC Regional Office will also be on hand to answer questions, address any concerns and provide tips on how your Local can improve its communication.  This will assist you whether you are starting from scratch or already producing an award-winning website or newsletter.  This year, CUPE BC’s Annual Communication Awards will be announced at the breakfast!

National Day of Mourning Ceremony 
DATE:   Friday, April 28, 2017
TIME:    10:30 am – 11:00 am    
March to Legislature 11:00 am – 12:00 pm Ceremony at the Legislature

The National Day of Mourning takes place during our convention.  This year marks the 100th year that the Workers Compensation Board was established (now known as WorkSafe).  CUPE BC is co-sponsoring with the BC Federation of Labour and the Victoria District Labour Council to organize a march from the Victoria Conference Centre to the legislature for a Day of Mourning Ceremony.    

The convention will adjourn at 10:30 am to accommodate this important event.   As a symbol to mark the 100 years of injured and worker fatalities on the job, we will carry 100 caskets in the march.  To that end, we need volunteers to assist with this.

This year at convention, there will be a social and dance on Friday night.  There will not be a banquet as we find most delegates prefer to go out for dinner.  There is no admission charge for the dance.  Light snacks and appetizers will be served later in the evening.
